For items exported from New Zealand that have been returned, either opened or unopened.

Fresh fruit and vegetables

From Guidance Document for Importing Fresh Produce for Consumption (PDF, 824 KB)

  1. All returning product of New Zealand origin will be reshipped or destroyed on arrival except under the following circumstances:
    1. Product "unopened" offshore
      Product in its original (pest proof) container with the original seals intact is permitted entry subject to a product reconciliation check on arrival to verify that it is New Zealand produce.
    2. Product "opened" offshore
      Fresh fruit/vegetables inspected offshore, and rejected for any reason, is permitted entry subject to the following:
      1. information on reason for rejection offshore;
      2. verification that the fruit/vegetables was either returned to its original pest proof container and resealed immediately after inspection or stored in pest proof facilities prior to re-export;
      3. the consignment was reshipped back to New Zealand by the first available means;
      4. inspection, clearance and reconciliation of the consignment on arrival in New Zealand.
  2. Inspection on arrival in New Zealand is not necessary if an MPI Quarantine Officer is confident that the produce was maintained under quarantine security during overseas inspection, and quarantine security was maintained following inspection.
  3. Where consignments consist of multiple containers,any unopened containers with original seals intact are considered to be "unopened" and the sampling will be based on the remaining "opened" containers.

Nursery stock

  1. All returning product of New Zealand origin will be regarded as offshore nursery stock and must meet the requirements of the import health standard or be reshipped or destroyed, except under the following circumstances:
    1. Nursery stock "unopened" offshore
      Product in its original pest-proof container with the original seals intact is permitted entry subject to a product reconciliation check on arrival to verify that it is New Zealand produce.
    2. Nursery stock "opened" offshore
      Nursery stock inspected offshore, and rejected for any reason, is permitted entry subject to the following:
      1. verification that the nursery stock was either returned to its original pest-proof container and resealed immediately after inspection or stored in pest-proof facilities prior to re-export; and
      2. the consignment was reshipped back to New Zealand by the first available means; and
      3. inspection, clearance and reconciliation of the consignment on arrival in New Zealand as per section 2 of this standard; and
      4. treatment with a generic insecticide and miticide as per sections 2.2.1.6 (whole plants and cuttings) or 2.2.1.7 (dormant bulbs) of this standard

Seeds for sowing

From Seed for Sowing - Import Health Standard (PDF, 1.69 MB)

  1. Importers must make the seed [for sowing of New Zealand origin] and its documentation available for inspection by an MPI inspector.
  2. Seed for sowing exported from New Zealand, given clearance into the importing country or rejected prior to clearance, may be returned to New Zealand under one of the following circumstances:
    1. Seed for sowing unopened offshore:
      Product that remains in its original and unopened packaging must be accompanied with a re-export phytosanitary certificate issued by the NPPO of the overseas country.
    2. Seed for sowing opened offshore:
      Seed that has been grown in New Zealand, exported to another country, packaged in that same country and returned to New Zealand, must be accompanied with:
      1. the original or a copy of the New Zealand issued phytosanitary certificate,
      2. an export bill of lading; and
      3. a declaration from the overseas packaging company manager; stating that:
        1. the re-exported seed is the same seed as covered by the attached phytosanitary certificate and bill of lading; and
        2. the quality system used by the company ensures that the seed is not contaminated by any other seed lots, residues from grading or packaging machines, or storage pests.

Stored plant products

  1. Returning product of New Zealand origin unopened in its original packaging will be permitted if evidence is provided to an inspector that the product was of New Zealand origin.
  2. Opened returning product or unopened with no evidence of origin will be subject to the requirements of this IHS.
